Who is Bailey Olter?
Bailey Olter was a Pohnpeian political leader who rose from the Senate of the Congress of Micronesia, where he represented the Ponape (Pohnpei) district, to become one of the Federated States of Micronesia's most senior national leaders. He served as Vice President of the FSM from 1983 to 1987 under President Tosiwo Nakayama, gaining broad experience in national governance before being elected the country's third President in 1991. Re-elected in the March 1995 presidential election, Olter represented the FSM on the international stage, including addressing the United Nations General Assembly on issues of Pacific self-determination, environmental vulnerability, and development. His second term was cut short in July 1996 when he suffered a severe stroke that left him unable to continue performing the duties of his office; his Vice President, Jacob Nena, completed the remaining year of the term in his place. Olter died in 1999. His presidency is remembered as a period in which the young federation continued consolidating its institutions and its voice in international forums less than a decade after the Compact of Free Association took effect.
