Sheikh Rashid bin Saeed Al Maktoum

الشيخ راشد بن سعيد آل مكتوم

Ruler of Dubai and Vice President of the UAE · circa 1912–1990

Who is Sheikh Rashid bin Saeed Al Maktoum?

Sheikh Rashid bin Saeed Al Maktoum ruled Dubai from 1958 until his death in 1990 and served as Vice President and Prime Minister of the United Arab Emirates after the federation was formed in 1971. Long before oil revenue arrived in Dubai, he pushed to deepen and dredge Dubai Creek to expand trade, recognizing that the emirate's future depended on commerce rather than resource wealth alone. He commissioned major infrastructure projects that transformed a small trading town into a modern city, including Port Rashid, the man-made Jebel Ali Port (among the largest in the world at the time it was built), the Dubai World Trade Centre, and an expanded Dubai International Airport. These investments, made partly on borrowed funds and against the advice of skeptics, laid the commercial foundation that allowed Dubai to grow into a global hub for trade, aviation, and finance. He is widely regarded within the UAE as the principal architect of modern Dubai, and his descendants have continued to lead the emirate's development along the trajectory he established.
