Who is Òscar Ribas Reig?
Òscar Ribas Reig was an Andorran politician who served as First Syndic (President) of the General Council during the 1980s and then became Andorra's first Cap de Govern, or Head of Government, in 1994, following the adoption of the country's first written Constitution in 1993. That Constitution transformed Andorra from a semi-feudal co-principality governed jointly by the President of France and the Bishop of Urgell into a modern parliamentary democracy with separated executive, legislative, and judicial powers. Ribas Reig's brief first term as Cap de Govern ended within months amid a budget dispute with the General Council, after which Marc Forné Molné succeeded him in the role. Despite the short tenure, Ribas Reig holds a lasting place in Andorran history as the individual who first held the office of Head of Government under the new constitutional order, a pivotal step in the country's transition to full democratic self-governance.
