Carlos G. Camacho

First Elected Governor of Guam · circa 1922–circa 1979

Who is Carlos G. Camacho?

Carlos G. Camacho was a Chamorro physician who became Guam's first popularly elected Governor after the U.S. Congress passed the Guam Elective Governor Act, ending an era in which the island's governors were appointed by the federal government. He took office in January 1971 following his election victory and went on to serve two terms, a period regarded as a milestone in Guam's path toward greater local self-governance. Trained and practicing in medicine before entering politics, Camacho brought a public-health and community-service background to the island's highest office, overseeing early efforts to modernize local administration during a period of significant population and economic growth on Guam. His election is remembered as a landmark moment in the island's political history, symbolizing the shift of governing authority into the hands of Guam's own elected representatives, and his name is commemorated in island institutions including a public elementary school.
