Who is A. P. Lutali?

A. P. Lutali, born Alexander Purcell Lutali, was an American Samoan attorney and political leader who served as the territory's second popularly elected Governor from 1985 to 1989. Before becoming Governor, he held several senior positions within the American Samoa government, including service as Attorney General and Lieutenant Governor, giving him deep experience across the territory's legal and executive institutions. As Governor, Lutali focused on strengthening local infrastructure, government administration, and the territory's relationship with federal agencies in Washington, D.C., while working to protect traditional Samoan land tenure and the matai (chiefly title) system from erosion under U.S. federal law.
