First Emir of Independent Kuwait ("Father of the Constitution") · 1895–1965
Who is Abdullah Al-Salim Al-Sabah?
Sheikh Abdullah III Al-Salim Al-Sabah was the eleventh ruler of the Sheikhdom of Kuwait, reigning from 1950, and became the first Emir of the State of Kuwait when the country gained full independence from Britain on 19 June 1961. Before ascending to power, he served as Kuwait's minister of finance in the late 1930s and later acted as regent following the death of his father. As ruler, he presided over Kuwait's transformation from a modest Gulf trading sheikhdom into a wealthy, oil-driven state, using the new revenue to fund schools, hospitals, and public infrastructure on a scale unmatched elsewhere in the Gulf at the time. His most enduring legacy came after independence, when he approved the drafting and adoption of Kuwait's 1962 Constitution, one of the most progressive in the Arab world at the time, followed by the election of Kuwait's first National Assembly in 1963. These reforms earned him the enduring title "Father of the Constitution" and established Kuwait's distinctive tradition of parliamentary life among Gulf states. He died in November 1965 from a heart attack suffered during the opening of the National Assembly's fourth session, a fittingly symbolic moment for a ruler defined by his commitment to constitutional governance.
